If they have a willingness and strong intention to change, that comes from their soul, yes I believe that the energy and power of the souls intention can manifest itself outwardly, thus changing the entire person. The intention has to be selfless and not for selfish reasons or else the soul and the body will be out of balance and the sourcce of energy being selfish will fade away and the person will go back to the way they were before trying to change.

People change continuosly through out their lives, they learn from their experiences, these in return mould their thoughts, behaviour and personality.
But a problem arises when Bad beliefs prevent them from changing, those that tell them they should not change, even if it would be good for them to change.
EDIT:
Is this question trying to probe as to if it's possible that a person can change from a Kaffir to a muslim?
Then the answer is, it depends on the persons fate, you can't make a religious person no longer religious, and non-religious in to religious, just like you can't force yourself to love someone, or make them love you- that is naturally not supernaturally, if supernaturally then answer is different.

ABSOLUTELY!!!! Our purpose here is to think and feel and change and grow. If I never changed, I would be a lost human being with no sense of self, filled with anger and rage and I would be stagnant and unhealthy. When we think and feel and change and grow, we CANNOT remain stagnant, so we ALWAYS change.
I was an abomination of a human being -- and this was not all that long ago -- but I applied all kinds of personal growth techniques to myself and I LIVED those techniques and I FORCED myself to move forward and to let go of all that nasty baggage. I EVOLVED into a human being worthy of love and respect.
It took me 46 years to think and feel I had value as a human being. Yeah. People can change . . . it just might take awhile to see the progress.

God can give anyone a new heart, put a new spirit in them. He'll remove the stone heart from them and replace it with a heart that's God-willed, not self-willed. God will put His Spirit in a person and make it possible for them to do what He tells them & live by His commands.
Anyone united with Christ ghets a fresh start, is created new. The old life is gone; a new life burgeons!

I think that people can change there actions but not there nature. In side they remain the same but if they really want to change then they can change there actions. so I guess in a way when there is will there is a way. but thats just my opinion.
