I havent seen my family in over fifteen years. They live in Cali, Colombia and my father insists that there is a way to have a live video chat with them, however my question is: Does this have to do with with something for example yahoo/aol/messanger web cams? Because I'm under the impression that you will need some sort of intant messanger thing to do this, but my father insists that it's not require. Can someone straighten this mess up for me? Thank you.

Actually Yahoo/aol/MSN are programs that have to be downloaded in order to use Chat/video..
So I believe if you use any service, you have to download their software.
