P/C Photo program?

Which P/C photo program do you tink is best.I'm looking for something that will allow me to retouch photos,and play around with them (ie stretch faces,swirl eyes) and one that does not cost too much

1. GIMP - it's free and quite good.

2. PhotoShop Elements - about $100 good but some limitations.

3. PhotoShop CS3 - great, and expensive. The best.
