Definitely talk to the teen first -- maybe in the afternoon after the hangover has worn off. If you expect adult responsibility, you may get it -- at least from the teen. Treat him/her just like you would an adult having a loud party.
You might want to talk to the neighbors, and go enmasse if it happens again, and confront the kids during the party. Then call the police.
Is there anyway you can reach a compromise with the teen? As long as the party is on a weekend, and there is nothing spilling over the property line, you'll grit your teeth and bear it for one night? Although, if something really happened, it would be awful. Since this doesn't happen when the Mom is on the property, it shouldn't be happening now, and you are right to put a stop to it.

It sounds as if the parents are aware of the situation, but may not realize, or care, how much it disturbs the neighborhood. It would be difficult for your relationship to approach her directly so you may want to consider getting together with others on the block who have noticed the problems to present her with a letter from many of you when she returns. If she still wants to be clueless you will need to be more direct. Is there a mediation service in your community? We have a local non-profit that works on these types of situations as an impartial go-between. If not, then you may need to report the parties to the police. There is probably a local noise ordinance as well as the basic disturbing the peace and other 'quality of life' issues that can be presented & will result in a citation. Until there are some consequences for his actions it seems neither he nor his parents will change.

If you want to keep on good terms with your neighbour, phone the cops anonymously. Are there other neighbours around who are also complaining? If so, get together with them and come up with something to confront the parents with when they come home.
Other than that, stick the address on MYspace - when the parents come home to a ruined house that'll be the end of future parties! Nasty I know - but could be effective! lol!
Heatedwirz: There's having fun then there's causing disturbance. Yes, we had parties when Mum & Dad were on holiday but we used to inform the neighbours that there'd be a bit of a noise and tell them to join us if they wanted too. One or two parties is OK but when it goes on for the whole holiday - enough is enough.

yeah, teens will be teens, but i'm a teen and you don't see me throwing wild parties. he isn't being a teen, he is throwing a party knowing what he is doing is wrong. if his parents are socialble people then they won't know what's being going on and won't want their son disterbing the peace with the people they have to live with.
don't videotape it like someone said, becuase they can then turn it on you and make it out like you have been spying on them and harrassing them. have a word with the son, if he carries on then you can get him done. in the UK after a cirtain time then he's not allowed to play loud music.
i know this because my mum's mate's son got his stereo taken off him because he had several complaints of him playing his music too loudly after 11 even though the neighbours complained to him first. but have a bit of fun with them first like what everyone is saying, throw a pretend party of your own with your neighbours, but really old music on, i mean like 70's 80's and turn it up full blast. then do the same in the morning when they are trying to sleep the booze off, like someone said earlier. :)
by the way, how old is he? i think only 18+ can stay home alone for this period of time and more, it could be 16+ though.

So teens will be teen!?!?!? Does that mean that we should let them have all night parties, i might let it go IF it was for the weekend only but if it continues and im not getting a decent night sleep over it id get it on video and call the police... but thats my opinion only because i have kids either way if you speak to them and they still carry on id do something about it, otherwise the next time she goes away you have to put up with it all over again!

Police job, if UK. If the person in charge is under 16 - possibly 18 now - the laws keep changing, it is illegal for children to be left in such keeping.
Talk to the Police, and also to the Local Authority (Council). I had this a few years ago and I got it stopped, pronto. You do not need to put up with this kind of squit, so act!

Kids will be kids........ sadly....the little s hits.
Wait until the morning after the night of partying when you know they are in bed trying to sleep off the booze and turn you speakers to face the wall and play classical music or country and western (some thing not hip and trendy) realllly loud for as long as you can bear it...make sure its music you love...actually, ignore me..that's just being childish really isn't it? But sooooo much fun.
I think you should gate crash the next one with all your other neighbours that'll get the message across.

When the party's in full swing and the noise is at its maximum, call the police and tell them they're dealing drugs in there.
They'll be there in no time.
(If you just moan to them about a noisy party, they'll take 2 hours to come out, often when the party's over and they don't do anything. Sometimes they don't come out at all).

i can only imagine why a teen would want to throw a bash when there parents leave them for a vaca. every year! how rude! but any way i might even suggest talking to this teen, i would be peed! think about it from his side and try to reason with him, maybe hes doing it to act out for attention maybe a good talk it was he really needs. or if your not very close or don't want to be very close to this boy or his family, then you could just tell his mom that you don't enjoy this particular yearly event. either way if it bothers you, you don't need to just keep grinding your teeth, year after year,maybe you could try to compromise with this teen tell him to at least keep it down after a certain time or take it inside. be firm but nice. if this doesn't work then bash his head in! ....no not really that was a joke!
