Honestly, I've used both! Used Kilz in my bathroom, had to use 3 coats! And it still didn't cover the old color. My daughters bedroom, I used Behr, only had to use 2 coats and turned out beautiful. And the Behr was cheaper!

Kilz/Zinsser/Bullseye is a stain-blocker/primer. It comes in oil-based (=alkyd) and water-based (=latex). Depending on what you are painting, and what it was previously painted with (if anything), you have to choose which Kilz (= Zinsser) to use. You can paint oil-based/alkyd paint on top of latex, but NOT latex on top of oil-based paint. Most exterior paints are oil-based, most interior paints are latex. Use the wrong paint or primer and your final coat just won't come out the way you wanted it to. As stated above, Behr is Home Depot's private-label product; it's good paint, but many pros prefer Benjamin Moore, Sherwin-Williams, etc. Any doubts, talk to a paint store pro, they are usually happy to help. (P.S>, the cost of many paints is linked to the amount of titanium oxide and other pigments...percentages of the various ingredients are on the back label...spend some time reading labels--and taking notes--before you spend your money. Don't forget to follow instructions about how to prepare the to-be painted surfaces. And if you have more than one can of paint, buy an empty 5-gallon bucket and pour all of the paints together and stir them well, otherwise you might have slight variations in the final effect,

Kilz/Zinnser Bulls Eye(both oil) is a primer and Behr Paint is a latex paint/primer. I would spent the money on the primer(oil) and have it color matched to the paint you are using. Then go over it with the latex of your choice. The process might be long (drying time) but it will be well worth it in the long run by any means.

Kilz is best know for the "covering stain" product. I've not used their room paint. I have no problem with Behr. My house painter does prefer more professional paints such as Sherwin Williams though.

Kilz is used to cover dark colors such as black, or to seal crayon or marker stains on walls so they do not "bleed" through when you get ready to paint.
Behr paint is the home depot brand of paint. Once you properly seal the stains or dark paint you will be ready to paint a new color without fear of it showing through
