Kids may "date" with the permission of their parents, also siblings, kids and babysitter. They may go to all sorts of wholesome activities.
What a 13 and 16 year old may not do is engage in sexual relations, or other activities unsuitable for children.

If you are a 16yr old, why would you want to go out with a 13yr old? This could turn out to be extremely dangerous situation.

go out - legal - go to lunch together, see a movie, hold hands.
sex, fondling - not legal
