Every City and County has different restrictions as to how many pets you can have. Some seperate the number of cats and dogs and some combine them. You need to check with the city or county you live in.

There is no limit where I live. I have 7 personal dogs, I used to foster one or two and boarded friends dogs so the most I have had on a temporary basis was 13.

Here the max is 2, but I have a variance that allows me to have 3.

3 dogs I believe its the same for cats too but I'm not really 100 % sure on that :(

in the state of Nevada we are allowed 3 dogs to have and own.

In my city, the legal limit is three. I am sure breeders get permits to own more, but there are many people that own more because the law is not stringently enforced, yet.

where I live, you can own as many as you want.. if its more than 5 you need a kennel licence (city limits may require you to have a buisiness licence to get a kennel licence)
you also have to be able to physically and financially care for all of them.
