I need to remove one coat of Kilz 2 latex primer so I can get the wallpaper glue off better so I can start over. What's the best way to do this? Will it damage the drywall?

Drywall Stripper

I am taking this as you already have applied the Kilz to the wall and the wallpaper is bubbling up. Hate to say you are stuck. The best thing to do is let the Kilz dry and pull up any areas that are bubbled, and re-apply the primer to that area. Been there and done that with the wallpaper off but the backing still on the wall. It is time consuming, but it is up to damage control now with minimal damage to what you are doing.

I would contact the manufacturer of the Kilz sealer and get their recommendation.

Paint stripper is generally formulated to work on wood or metal surfaces. Don't use it on drywall.

Kind of. If you are just removing a smear you can do it lightly. You can not saturate the drywall, it will deteriorate the outer coating.
