If he is planning to use new tile over the area, I would just call it scrap and tear off the tiles. When he is done, he can decide if he want to replaster or just remove the lath and put up drywall. Since he is covering the plaster, the work wouldn't have to be perfect and he could do it himself, just get it as smooth as possible.
If he is planning to leave the wall exposed, he will need to redo the plaster once he has removed the tile. Not what he wants to hear, but probably the reality. The glue used to attach the tiles will pull off the plaster.

Plaster will always come off when you remove tile... It just needs to be repaired.
