im looking for this program that you can download free online and you use it to do cool things with pictures you upload onto your computer. you an make then look like sketches, or animate them, or change them into weird colors. idk i just want to be able to do cool things with my pics on my computer.

go to website be low and download gimp for windows it is a photo editor,, download the tutorials also

some people are actually paint pros (i have no idea how they do some of the things they do with windows paint)... but anywho, you can possibly try that according to what you want to do. but other than that, i dont think there are any... all the good ones are to be paid for
