Bush’s war is futile and unnecessary. He is risking the lives of our troops in a foreign oil war only to blame his disaster on the next President. The House of Representatives can and must stop funding Bush’s war with a simple majority of “Nay” votes. No war can be funded without assent of the House. The Senate is not relevant.

Our Representatives wrongly fear that a cutoff would harm the troops. They should read the Constitution. The Separation of Powers gives Congress sole responsibility for declaring and financing wars and gives the Commander-in-Chief sole responsibility for those under his command. If the House stops funding the war, the President must either remove our troops from harm’s way or else be solely responsible for harm done to them. The House could then impeach both Bush and Cheney. The Senate may then convict them.

1. The war is futile because the Sunnis can't win and the Shi'ites are not really trying to win. They pretend weakness and stalemate to get arms from us and conserve it for the day we leave.
2. Al-Qaeda, a small Sunni group, came after Bush's invasion to train on live targets, to recruit for the jihad, and (for both of those purposes) to tie us down forever in a quagmire. They are now being ejected by more moderate Sunnis. They will leave when the targets leave. Bush’s war is exactly what bin Laden wants.
3. The best course is to stop arming and training both sides, to evacuate Sunnis from the Baghdad area, and to redeploy our troops to border areas where they can be supplied with relative safety. With half of present strength, they can blockade the war and contain it within Iraq.
5. Iraq will be partitioned into Kurdistan, Sunnistan, and Shiastan when both sides tire and agree on boundaries.
6. We can then redeploy the troops to Afghanistan, where we are now losing the war.

It's part of the inherent Constitutional powers of Congress (Article I Section 8) and it's time they used that power the way the American people are demanding they do.

We have a responsibility to the American people that outweighs any sense of moral guilt we may feel over contributing to the chaos in Iraq. It's not our job to be the world's police force.

I disagree that the war is futile. I think its extremely important. It is a disaster the troops cant stay......but they cant leave either. They will be there for at least another 5 years.

to me its fairly obvious that al qaida is trying to make a stand in iraq, for now supported by 2-3 arab countries supporting them, so we need to be there, iraq is a baby in new govt, my G__ they died or were killed by the 100,000s by saddam, we need more democracy over there, hence the war!. stop and think back to 9-11. remember the people dancing celebrating the enormous destruction and then burning our flag!
