So I downloaded DirectX Runtime for June 2007, so where do I extract the files?

Extract the files to anywhere you want, they are just the setup files and once installed you can delete them. Personally I use c:\Temp\ for this purpose.
After extraction run the installer. Once installed do a reboot and then you can delete the files you extracted.

directx is a auto install and it installed into windows/systems32 folder, to see if it is working go to windows/system23 folder look for the directx icon and double click on it, there are two directx icons if one dont work go to the other,
once it is running you can test everything on your computer,, sound card video and 3d graphics, network cards, and so forth
