an insulated stool touches a charged insulated conductor,is the conductor discharged completely.?

The stool is insulated. The conductor has a protective insulating layer. The conductor will not discharge completely. It will barely discharge at all, since the person on the stool is an open-ended electrical path (i.e., not grounded).

No, you have to have a direct ground to discharge it.
