Kids, toddlers, don't have an understanding of sin, so that doesn't apply to them, and their grabbing a cookie without asking.
Sin and the comprehension of it comes once the child is about 6 - depending on the child. I was raised in the Church, I knew what sin was at that age, therefore I knew what to do and what not to do. So it would depend on the child's upbringing. And the parents need to teach the child about sin, and what not to do.

As a Catholic, I was taught that we are born with Original sin, which we have inherited from Adam and Eve. But when we are baptized, the sin is washed away from our soul, we are forgiven. After wards, until we understand the different between right and wrong, we cannot sin. After we turn about 6 or 7, depending on the child, we have learned enough from our parents to know that lieing, stealing, and hurting others is wrong. Only then can we sin.
Babies who die before they are baptized do go to Heaven because they do not understand. What loving and merciful God would condemn an innocent child?

In Islam and Judaism you become an adult physically when you are able to create another human being. Thus the age of sin coincides with the age of physical maturity.
In Islam a male does not mature physically until he can create sperm and a woman does not mature physically until she can begin her menstrual cycle, although symbolically ages are allotted to both males and females.
Sins thus begin technically after you become an adult physically. Whereas before that age, as you can not make another human, you are treated as a child.
The new modern concept of fixing eighteen years as the age of adulthood is totally arbitrary and is based largely on the school system than any physical or mental concept of maturity.
In Islam a male matures mentally at the age of forty years and a female at thirty. Before these ages are reached, technically you have to get permission of your parents, especially your dad to get married, as he would have the ability to advise you from choosing a wrong spouse. A girl has to get the permission until the age of thirty years. But physically you are considered to be an adult as soon as you can make a baby. When you can make new life, that is when you are considered to be responsible for wrong doings or sins or disobedience to the Lord Almighty.

Don't you think that the whole..."we're evil from the start, we're sinners before we've been even CONCEIVED" a bit depressing to you? Kids do wrong when they do something wrong, whether it's stealing because they didn't know any concept of money (I stole a lollipop when I was 5 from Wal*Mart) or sticking a fork in a power outlet when they were 2 (once again..I did that) so it isn't' that we're born with sin on us and we're inherently evil and only some water can save us...it's when they do something willingly wrong...my dad told me not to stick that fork in there but I did it anyway...my dad told me "no" on that lollipop but I still took it...so that was wrong, but I wasn't born and then I was going to Hell because of some imaginary people did if I died at birth. What about the babies that died during birth? Are they going to Hell? If you say yes, I feel sorry for you, if you say no and are still a Christian, how so? And that is all according to the Bible of course, the book that Christians claim that is Gods Word...

They don't. "Sin" is a Christian doctrine that literally billions of peple around the world do not accept. There is functional and dysfunctional behavior -- some of which is detrimental to the individual and some to society. In the Eastern view, all actions that are directed by the ego for self-aggrandizement create negative karma. That karma must be burned off, either in this lifetime or in subsequent lifetimes, until we discover our true, divine nature. No child is born with sin, although they may have their own negative karma to deal with. Finally, accepting Jesus as your "savior" does not do away with any past transgressions or any new ones. That's a myth created by the early Christian church and allows people to continue acting as hypocrites because they believe they are "saved."

As I read the Bible, "Original Sin", is what Adam did.
We are born with a sin nature, but not with sin itself.
Which is why rebellion is seen in children by the time they are 18 months old.
Deuteronomy 24:16
The fathers shall not be put to death for the children, neither shall the children be put to death for the fathers: every man shall be put to death for his own sin.
In 2nd Samuel chapter 12 we learn that babies who die go to heaven. They don't need to be baptized for this to occur.
Implied in the Scriptures is an age of accountability which is different for each child.
Parents are encouraged to lead their children to saving knowledge of the Lord Jesus as early as possible.
My children were all saved before they started school.
And believe me they had sinned long before they were out of diapers.

We are born with the imperfection of sin, but as far as sinning and knowing it. You sin when you know the difference between right and wrong and chose to do wrong. That age would vary a little between individuals.

When the child starts making wrong choices, as opposed to doing wrong things just through mimicking. I do not believe that we are born with sin; but we are born with the capacity to sin.

A child cannot "sin" for they do not have the memories and mental facilities to truly understand the knowledge of Good and Evil.
