i have the code p1864..people say its Torque Converter Clutch Circuit....but if you have a torgue converter you dont have a clutch...so doses anyone know the code p1864 is

yes but i have a 5 speed 2000 dodge neon...when i turn the key on off 3 time the code P 1864

There are 2 types of OBDII code numbers, generic and make specific. P1864 is a General Motors only code, and it does deal with the Torque Converter clutch. Specifically: TCC Enable Solenoid Circuit.
The Chrysler specific code dealing with the TCC is P1740 TCC solenoid or overdrive solenoid performance.
The generic codes run from P0740-0744.
You need to get some one who knows how to run a code reader, P1864 will not show up on a Neon.
And yes the torque converter has a clutch, that locks up under pressure to make a direct drive from the engine to the wheels.

Code are broken up in to four different categories. First is a letter p means powertrain (engine, transmission), the 1 means it is a dealer specific code, the 8 means transmission, the 64 is the specific problem however the p1864 is not in a regular OBDII manual. There are three different reasons for any code, first is the mechanical part malfunction, second is the censor that read the mechanical part, and the third is the computer that processes the information. If your getting the code for a part your car is not equipped with, you can usually rule out the first two reasons, but it's always a good idea when your computer reads a code that is dealer specific to check with the dealer.

All automatic transmission cars have a torque converter clutch solinoid. which is why you have the code thrown. It locks the torque converter when you have your cruise control set.

Bank 1 sensor 1 is the sensor in front the converter there is only one bank in the 4 cylinder engine bank 2 is behind the converter. This sensor is in the exhaust pipe.
