Could be one of any number of species of "Wood wasps", or "Ichneumon wasps." Possibly a "horntail wood wasp" (Urceros sp.)

What you are seeing is an "ovipositor", not a stinger. It's used for drilling holes in wood or tree bark to lay eggs; it is nonvenomous. The wasp larva feeds on the sapwood and bark cambium of the tree, spending most of it life there.

Sounds strange to me for my area anyway. Why don't you Google flying insects and see if you can find it? Good luck!
