It's software used in conjunction with other sophisticated security software ("smart card").

GemSafe is the brand. OEM stands for "original equipment manufacturer" (usually a developer and not an end user). I am assuming that "for China" means that the software has been modified for Chinese developers (perhaps the interface is in Chinese.)

It doesn't sound like the software is very useful by itself...

I believe that this is a computer "smart card" software.
