Nothing could live for a month without food or water. I'm thinking the cat survived by "living off the land." That is eating/drinking whatever it could find. Bugs, mice, grass, rain water....

Living on it's own, having to hunt or forage for food, a cat could conceivably lose 8 pounds in a month, especially if it's had a cushy life until now.
No animal can go a month without water, though. If this cat has been on it's own, it's been drinking from puddles, streams, birdbaths, ponds, whatever water sources it can find. I have heard of cats being trapped and going 2-3 weeks without food or water, but that's very rare.
I can't imagine people not knowing their own cat, no matter how much weight he's lost. I'd know my boys anywhere, anytime!
The best indicator is the cat's response to these people. Does it respond to it's "alleged" name? Does it act like it knows them or is excited to see them? If they are truly owned and loved by this cat, he should make some overtures they will recognize. If he doesn't respond to them, and they don't recognize him, then either he's not their cat, or maybe he's better off without them!

A 15-18 pound cat could lose 8 and survive. Are there significant identifying marks that would allow these people to claim this cat?
A cat would need some water and food, but one with a lot of excess weight could survive some pretty drastic situations. Some cats have amazing survival instincts:

It is impossible for a cat to live a month without any food or water. Cats do not resist starvation as well as dogs do. If the cat has been missing and outside for a month then it likely ate and drank something.
I would say that it isn't possible for a cat to lose 8lbs in a month and live. It is most likely a different cat.

Cats are extremely rezilant they can live of any water and there own body fat... keep in mind that if it has rained at all or people around you water there yards the cat has had water as far as food cats will eat anything if there hungry enough just like dogs they can be scavangers.... so it very well could be there cat.

Rapid weight loss could be a sign of serious illness.
The cat needs to be taken to a vet's.
Is the cat eating? Drinking a lot?
Ten pounds is generally a pretty healthy weight for most cats, but keep an eye on a cat that's had that rapid a weght loss.

It's possible, I'm sure, but that's almost 50 percent of his body mass! I'm sure he had water or he WOULD have died, but food was probably pretty scarce. I can't answer whose cat it is, but I'm sure it's possible that the lack of food combined with lots of exercise would cause him to lose an unhealthy amount of weight.
