There is a Regimental Museum for the Inishkillin Fusiliers.
Ask Google for "Museum - Inishkillin Fusiliers" and it will give you the web site.
When I needed info about my uncles who died in the 1914/18 war (they were in the Gloucestershire Regiment) I contact the "Glosters" Museum and they were able to give me full details about their dates of death.
There is a possibility that Fred could still be with us (I have a cousin who is 102!). Make sure you ask for the correct name - is it Fred, or Alfred or Frederick?
I have a copy of the Electoral Roll on disc but can't help with Dublin since it covers just the UK.

This type of search can prove a little difficult.
You have a name:
Fred Shirley
Place of Birth:
Dublin Ireland circa 1916,
You know he served in the British Army:
First Battalion, Inniskillin Fusilers circa WW2.We can surmise he was 24 at the start of WW2.
But are you sure he survived WW2?
As he was in the British Army he might have severed all conections to Dublin, Ireland.
You could try:

If you have your birth certificate and your dad was presumably still a serving soldier when you were born, then his army number may be on it.
You know his regiment, the Inishkillen Fuselliers [I think your spelling Inishkilling much more interesting however] - so you could try their website and see if they can help.
Good luck - my dad got it in WW2 - that's war for you.

Hope you find him or at least information on what happened to him. I believe the millitary can help with your search.
Otherwise there are different routes you can take depending how much info you have and where you live (i.e usa or uk)
Births, death and marriage registry offices, electoral register.
I did find some sites which help with this kind of thing but it was a while ago, if i can locate them i will send you a message. Salvation army deals with this kind of thing also.
Best of luck.

If he's in the military, then I think you can ask them for information. Otherwise, there's always public records and directories. Professionals are also available to assist you. Good luck.
