All of those who have the holy spirit living in them; God will speak through them. I'ts like an empty cup. The cup will serve no purpose if it sets on the shelf collecting dust. But if you used it to put water in it to quinch your thirst, then it is being put to good use. That is the same thing as a person who, (is the cup) not having the holy spirt in them, and not letting let the spirt come and live inside him/her is doing nothing but collecting dust. When he/she is fulled with the holy spirit
(water) then that person (the cup)is being put to good use. He/She is giving the good news of Jesus (water) to those who thirst.

Can he? Absolutely..just don't depend on everyone to use the Holy Spirit as a source of wisdom. If you have doubts, read the Bible for what the truth is.
Just as with anything else, a person's can use his or her own agenda to override the Holy Spirit's input and will say just about anything. Remember Hitler thought he was doing the work of God and so did the Hale-Bop cult leader that made all the guys castrate themselves. Hmm, sounds like a holy work to me...errr?

Sometimes, but I'd be very leery of anyone "announcing" such a thing. Sometimes people use that as a way of manipulating others.
Example: back in 2001, I met and fell in love with the man I am with now...after several years of being unpartnered post-divorced. One of the people of my acquaintence took one look at his picture, then said to me, "the Lord told me to tell you he's not the man for you." Well, based on the way he said it, it was obvious to me that the Lord was NOT speaking through this person...this guy and his wife were just offended either by the fact that my man is a different race than me, or that we met via the Internet. Either that, or they felt threatened that this guy might come between me and their friendship.
Well, my normal tendency would've been to feel guilty or to argue. After all, how DARE this persons say God speaks to him, but not to me..as though this person was implying that somehow he and his wife were more "spiritual" or "holier" than I? but instead I just said quietly. "Thank you. I will go home meditate on that, and I'll let you know." I left their restaurant, and immediately stopped speaking to them. Three months later, I moved 200 miles to be with my sweetie, and we've been together now six years very happily. If I had listened to them, I'd still be back where I was living...alone and unhappy!
If God spoke through anyone other than directly to me, it was through my man, and he "spoke" by just being gentle and loving and not telling me what to do or trying to be controlling like that so-called "friend." So like I said, God does speak through others...but be VERY WARY if they tell you it's God speaking through them. It could be just a trick or a way of controlling you.

I do have self assurance God speaks to us via others. He has achieved so for me extra beneficial than as quickly as yet I trust what the distinctive others say, pray to the Lord your self and ask him to fill you with the Holy spirit. devil can impact you interior an identical way yet God will make it clean to you if this direction is the wonderful one. God has a plan for you or maybe despite if it is not clean how he needs to apply you, it does not remember cos he's familiar with.
