This takes takes up vast amounts of my CPU time, sometimes up to 98%. I can get rid of it by Ctrl Alt Deleting and ending it on processes, but is there a way to get rid of it entirely (providing of course it's not necesary)

Running a search for the file (including hidden folders) doesn't bring up anything, and Norton doesn't pick it up either.

Do you have a Belkin wifi card? It's part of their software.

They have a fix for the problem available here:
http://web.belkin.com/support/download/downloaddetails.asp?download=1430&lang=1

Another option is to just remove the Belkin software and let Windows XP manage your wifi connections.
