You only need a few volts, but it takes a long time to produce much gas. Increasing the amps by adding sulphuric acid or sodium hydroxide helps current flow.

A mole of gas contains 6e23 molecules, with volume 22 litres, and hydrogen needs two electrons per molecule. An electron has a charge 1.6e-19 coulombs, and charge is current * time.

So with one amp, you produce one coulomb per second, which is 6e18 electrons, or 3e18 molecules of hydrogen. This is 5e-6 moles of gas, or 0.0001 litres. So, even 100 amps will only produce 0.01 litres per second.
