Really, facial jewlery is rather un-attractive. You already have a scar from this. It seems to be a big deal with the recient generation and some older folk thinking they are with it and cool. Far from being an old f*rt, I actually surveyed many young folk as to why they do this. The most popular answer was 'because we can'. Defiance as been a part of youth since the dawn of time. It's a part of life, but you should take the time to consider a few things about body piercings:
1) Is the piercing likely to grow out or be torn out from where I want it?
2) Is the piercing in a location that will heal over once you outgrow being a sales clerk at a trendy mall store or other low paying job generally filled by students?
3) If on a visible area of the body, will you be able to remove your bars/rings for interviews and durring work hours with out it draining or healing over? Company dress code can prohibit facial jewlery as long as it applies to everyone and not based on sex.. and they do, as many more mature folk don't care to be served by someone with a face full of metal, and is seen by many as a sign of im-maturity.
In short, consider what the future implications will be before you act today. Some things can't be un done and you will have to live with them the rest of your life.

I would get it pierced behind the scar tissue. It may help keep the piercing from rejecting again, but, don't get your hopes up.

NO! Someday you will be old and have this scar to remind you of how foolish you were in your youth! Freedom of expression is one thing, self mutilation is another. Tell people in the future you got hit in the head with a can of soup...that's what my husband says!! Good luck in life!

Grew out? I'm assuming you mean rejected, in which case, you probably shouldnt get it done again cause odds are, the same thing will happen again.

you'll just be wasting your money...eyebrow bars grow out over time regardless of how many times you get them done...that's why it went out of "fashion"
