Your best chance would be to be self-employed - this is legal for Romanians in the UK, and not uncommon in construction depending on what skills you have. You would need to register to pay self-employed National Insurance contributions.
It is not currently possible for Romanians to take a job in the UK unless they have a Work Permit. This is unlikely to be available for most building jobs.
This situation is likely to change in the next few years.
Meanwhile, you are allowed to live in the UK to study or to look for look for self-employment. In practice there are no restrictions on living here, but you must be able to support yourself. You will have no access to benefits.

Romania is now a member of the EU and Yes that does allow you to live and work in the UK.Digging holes in the road is a good occupation cos they are whistling at birds all day.

Yeah, come on over!! we've got illegal immigrants breaking out of detention centres, demanding this, that, and the other, one more won't really matter, why not bring all your family too, and while you're at it invite all your friends. The floods we were having recently, is not down to the weather, we're SINKING.

NO!! Britain seems to be the first country immigrants want to come to, why not go to France, Germany, Spain, Portugal because we are full THERE IS A NO-VACANCIES SIGN AT DOVER
