i want to know how to create that soft smooth effect like the picture with the band members :]

Please don't mis understand this but what you sent in the form of a link the quality is far from smooth effect.
In the one you sent and the ones I did with a google search it appears that the web developer used a very small dpi image that caused the loss of quality.
Remember when using Photoshop or any Photo Program the larger the picture the larger the file and in general the higher the dpi.
This will render you a clearer picture when you re-size it.
So let me explain it like this If you use a 3X3 at 75 dpi and you make it 1 1/2 X 1 1/2 to place it on a web lay out it will be blurry like the one on the link.
But if you use an 10 X 10 at 400 dpi and you re-size it to the same 1 1/2 X 1 1/2 it will be pristine and you can see the smears in there make-up.
Likewise the same can be accomplished by using the TIFF format rather than JPEG because you don't loose the quality with Tiff as you do with jpeg.
That should help explain it you can make a photo as good or as bad as you want with Photoshop just by learning a few tricks as to what each format can and can not do.
