they knocked the old garage down with a digger broke it all up including the suspect roof sheets and used it to infill alongside my boundry and a vast area of my neighbours Garden is this ILLEGAL and who WILL ENFORCE THE LAW

In the UK
local council officials have been on site inspections and completely ignored it
not in council jurisdiction not covered by planning or building regulations

My neighbours are in cahoots with their builders the fact that we have had harrasment if we go near the boundary
has convinced me they are trying to hide what they are doing

Report it to your states DEQ (Department of Environmental Quality), they can first send them a letter stating that there has been witnesses, which in turn this letter gives them so many days to get rid of said asbestos. They have to fax or mail back to DEQ a reporting of them disposing of the asbestos within that "so many days". If DEQ has not received the report within that time period, DEQ will come out and do a on site evaluation of the material and if it is asbestos they will be slapped with fines and HAVE to remove it or more fines and possible jail time. It is a crime to contaminate the ground, ground water or air quality knowingly.

Asbesto cannot be removed by any Tom Dick or Harry, or Builder. contact environmental health at you local council offices. Before any asbestos can be removed, there must be an assessment of the problem by professional asbestos removers. Then the customer will recieve an estimate for the removal of the stuff. On acceptance of this estimate the pro's will carry out the work in a manner described in the legislation. inform your landlord that you are aware of what is about to happen, ask him/her if they are aware of it. and why they have not informed you.. Environmental Health Officers will advice you on what you can do with regard to your baby. No I am afraid that you cannot request an "Quiet Hour" but I would suggest that you take the baby out at the time when you know it wants to rest. Good luck Baby..

It proberly is illegal. Try talking to your neighbours since they are the ones mostly affected by it, and they are the ones who are in the best position to take action. Also, your neighbours should know what kind of material there were in the sheets.

Obviously the illegality of their actions depends upon where you live. Where I am it is totally illegal, and my first stop would be with the town inspectors.

All materials should be loaded onto a truck and taken to a proper landfill.

buried asbestos is not a hazard. Its essentially inert.

Asbestos is only hazardous if you chop it into little particles and then inhale it. Its a natural mineral.
