Well lets start with there are several different company's out there wanting to become the industry standard.
each one has there design group and they all try to add a little different twist to the DVD CODEC that they use. There are sveral differnt softwares out in the market place that will allow you to convert the DIVX Codec but here comes the trick.
Burning software differ in that they do not all offer the settings to allow you to burn your end of the project so they can be read by PC, or MAC that means they will play in whatever you put them in
Toast-8 does. NERO I am simply not sure about, I don't use it.
One thing is for sure you are going to need at least 2 different softwares to do what you want, to be able to convert to VideoTS.

You need a AVI to DVD converter there is a free site but you can only use 15 times. This is one without watermark running through film.This is the site http://www.hexisoft.com/avi-to-dvd-maker.html. I bought a full copy on ebay for £4 plus packing £2. Convertxtodvd from seikoingmedia. Hope this helps.
