wilton.com
cookiecuttershop.com
i have ordered from both of these sites and gotten my orders very quickly. i ordered them for a baby shower. they aren't listed as rubber ducky, but as duckling, or baby chick. you might look at michael's (the craft store) as well. they carry a lot of wilton products. you might get lucky!
hope this helps!!

You might need to buy on line this time of year- they are readily available in stores closer to Easter, unless you have a large baking supply store close to where you live, or a party supply store, try a baby shower supply, like this one on line: http://babyoccasion.com/cookiecutter.htm

Not sure if you are looking for US or UK but you could try http://www.coppergifts.com/productcart/pc/viewPrd.asp?idproduct=685 for US or http://www.cookability.biz/kitchen-craft-duck-cookie-cutter/b_1223.htm for UK
