You need to take English classes. I am sure there are few institutes and/or schools that teach English wherever you live. But to be excellent in English, you need to practice it very ofetn otherwise you will forget everything. Speak English a lot, try having friends whom English is their first language. Conversation is very essential.

If you can get DVDs of English language movies, watch them with both the English sound track and the English subtitles on. You will pick up the language faster when you have the spoken and written at the same time as each other, along with the context for the meaning that comes from seeing the action on the screen.

u should join a good English speaking class & communicate with people who have good & clear English & also watch english movies.

use the websters' new world dictionary,it is very good.
