Follow these steps::

1. Sign up for a few months sessions with
a good personal singing teacher
2. Get her into singing contests at EVERY
opportunity
3. Try her out on higher-level songs by various
top female singers to narrow down her
suitability--tone, range, etc
4. Practise regularly and motivate her often to
give her added confidence
5. Spending time playing a musical instrument,
taking up some music lessons and learning some cool dance steps will stand her in good
stead, against the competition.

Good luck and may she develop into the next
Nation's singing Idol!

Sing where people can hear you. Try streets and in front of shops and stuff. Maybe a producer will hear you and fall in love with your voice.
