Puppies should be with their mother until they are 8 or 9 weeks old but you might be wrong about the age. Why not go round to their place and say you've heard they have a new puppy and since you love sweet little puppsie-wuppsies (you get the picture), could you just come in and pet it for a minute? Take a cute child with you if you have one available. Act all wussy and they won't say no (unless you're a hairy guy with tattooes of course, lol! Or unless they have something to hide, in which case I'd assume straightaway that they are neglecting the puppy)
Assuming they let you in to see it, you can then ask all kinds of questions like how old, where did it come from and so on, and you will be able to assess the situation under cover of admiring the puppy. Take it from there. If you still believe the puppy is neglected then definitely contact the animal authorities in your area. Good luck!
PS. I wouldn't just steal it because it might be microchipped and if you're caught, you are in really big trouble. People on here shouldn't be encouraging you to do it, they're not the ones who will end up with a criminal record.

I doubt the puppy is that young, it would be two small, its eyes would only JUST have opened, and it would still be drinking milk from its mother.
Keep an eye on it, if it has a doghouse, plenty of food and water and toys, and if you can see the humans interacting with it, then it should be ok.
If it doesn't have any of these, then call the authorities. Dogs can survive quite alright outside, but at a younger age, most people prefer to have them inside.
If you're pretty certain it is only that young, than call SPCA immediatley, as in, right now, don't bother reading the rest of this answer! Remember, it is better to make a false claim for the sake of an animal. Your call remains anonymous. SPCA gets non-critical calls from concerned people ALL the time, they'd appreciate you caring.

The pup CAN'T be that old. If you take the pup, your stealing...end of story. I'm sure u got the pups best interest in mind...but if you don't even know that puppies couldn't survive a situation like that at 2 wks old, I doubt you know enough about dogs to properly care for one or know for sure it's being mistreated. However, the barking could be a problem, thats NOT fair to you and your neighbors. So I would either call the apt. manager about it or the aspca, but if the neighbors are nice....the kind thing to do would go over & express your concerns & also mention the barking. Remember, ya catch more flies with honey then ya do viniger ;)

DO NOT steal the puppy unless it is a DIRE emergency.. I know several people who have gotten themselves in trouble.. If you feel the matter needs some attention call the SPCA and talk to them.. .. The only way you can take a puppy and not get in trouble is if the puppy is out of it's yard with no supervision.. but even then you may be forced to give it back if the neighbors complain.. Try doing it the legal way first.

The puppy is not 2 or 3 weeks old. That would be impossible. If you want a puppy then you go get one. You can't steal one. Puppies yap. It is part of life. Get over it. As long as it is fed and watered, which it is or else it would be dead, then it's ok.

when we got our lab she was 7weeks and 12lbs. a healthy big girl... a 2-3wk old pup isnt really walking strongly or anything else yet, so you can guess the age easily. if they leave it out in all weather and no shelter, then sneek over take the dog. take it to a shelter or vet right away. it will probably need some iv fluids or more, if these people have been this mean to it god only knows what they do to it inside when no one is looking... JUST GO GET THAT DOG!!!!! you know in your heart its better to save it then let it suffer.... but i would not suggest raising it yourself. nasty neighbors may see it and retaliate.....

Go talk to your neighbors about it. If the neighbors are buttheads about it than call the SPCA and tell them what the puppy is going through. Ask them if they think the matter is serious.

try talk to your neighbour first to check what they feel about the new dog..
it really not good to put a pup outside the balcony..
if you can sense they won't be really going to take good care of the new dog, than try to hint them you like that new dog they are having..
maybe they will be consider to giving it up when they having that kind of feeling of taking care of a dog is not their natural and maybe they will be consider to give it to you..

If you are worried about the dog I would say yes. If there is a dog house for it to go into, plenty of food and water, you might have a tough time winning the case.

If a puppy that young was left outside by itself all day,it would die.Are you sure it's that young? It wouldn't even be able to walk.If it's being neglected,by all means,call the SPCA before it dies,or go ahead and take it,if you think the owners won't do anything to you.
