You'll have to request a refund from Singapore Airlines.

If u have paid the money to singapore airlines and got a ticket from them pls return the tkt to singapore airlines office in chennai and u will get a refund in due course of time. But one thing i cant understand is the use of term remmitence charge. U dont pay remmitence charge to airlines, but the cost of the tkt. May be u mean u have remitted the money by a draft. If the money has been paid to an airline, u can always get a refund by returning the ticket issued by airline

I hope you are having the receipt of payment to the Singapore Airlines. Contact the Singapore airlines office and apply for the refund.
