Whoever told you that would hurt the most was either lying to scare you or they don't have many (or any!) tattoo's themselves.
My first tattoo was on the back of my shoulder. It's a dragon, full color, about 5 inches tall, about 3 wide. I was so nervous because my dad has a tattoo on his bicep (where it's supposedly least painful), and he said it hurt too much to ever get another one. But I really wanted the dragon tattoo, so I psyched myself all up, and I went. And it didn't hurt half as much as I expected! In fact, I had gotten myself so worked up, and then the tattoo process was so anticlimactic, my adrenaline level dropped down so far I got lightheaded. Had to drink a pepsi to get my blood sugar back up.
Since then, I've gotten 7 more tattoos in various places, and since I know what to expect, I know not to get myself all nervous.
The worst places are where the bones are closed to your skin, like on your ankles, or your shin. I have one on top of my foot, and it was painful, but it was small so it only took about 15 minutes.
My upper arms were the least painful, followed by the back of my shoulder. I think my shoulder would have been even less painful if I had placed the tattoo a bit higher, because where it is at, the tail drops across the bottom of my shoulder blade, and that was a more sensitive area than the rest.
I was told that the most painful spot is your hip, but I don't have one there.
Just make sure you go to a clean, licensed, professional shop, and take a look at some of their work before you go under the needle. Look at actual clients in person, if you can, and not just pictures. They will start off with a few short lines to get you used to it, and you can take a break whenever you want.
Personally, I think the outline hurts the worst, and I find the coloring in process to be soothing. That is because they use a circular motion to blend in the color, and I find the little circles to be relaxing. Some people think the opposite, like my fiance, but I can only explain what I feel.
It sounds like a beautiful tattoo that you will love forever, and it's a wonderful tribute to your Grandma.
Good luck!

Everyone has a different pain tolerance level. I have tattoos on both ankles, lower back and shoulder. Depending on the size and detail of the tattoo makes a difference too. The lower back is painful, however I found that the shoulder hurt even more.
Once they begin tattooing you (starting with the outline), I believe, that is the most pain you will feel throughout the session. A few mins into receiving your tattoo, endorphins kick in and somehow you become more immune to the feeling/pain.
Just remember to keep breathing! I almost passed out during my 2nd tatt (lower back), because I was holding my breath anticipating the pain (and it really wasn't that bad). You'll be fine! If you're wondering what the pain feels like... (in my opinion) it's like having a really bad sunburn and having someone with sharp fingernails scratch your skin.

Well the shoulder would probably hurt worse then some other places, depending on what other places. Getting a tattoo close to a bone is more likely to hurt then one where there is a lot of meat and fat. So to answer your question yes it will hurt more then some other places. But honestly if you look at it like this, its in remembrance of your grandmother, someone who I'm sure meant a great deal to you, so going through a couple to a few hours depending on the size, will be worth it when you have the end result. I say go for it, its not something you will regret when its over, you can do it!!!!

The all time most painful place to get a tattoo is on your head. Pain is relative to your own tollerance; however, the places that hurt the worst are usually places that have little muscle or fat under them... mostly skin and bone. Shoulder will hurt more than, say, the upper arm or forearm. But, consider this: are you willing to suffer a bit of pain for your grandma? Also consider this: getting a tattoo will increase your pain tollerance. The next one is always easier. Just remember to relax and breath while getting it done. My last tattoo was a dragon on the side of my head, wrapped around my ear. Next year I think I'll get the twin to it on the other side of my head.

Trust me, no it's not!
Don't change your mind on location in any event because you are scared of the pain. Once the tattoo is done, it's done. Pain over, and the tattoo is where you really, really wanted it.
There is nothing wrong in letting your artist know you need a break. It really isn't that bad. It sounds like a nice tattoo so just go for it.

The truth is the shoulder is the second worse place to get a tattoo because the fact that the bone is so close to your skin. Any where you get a tattoo it will hurt, but across bones is the worse, so beware of that.

Blah blah blah.
I have 14 tattoos. Pain level, in order: Both inside wrists, navel, middle upper back, outer calf, back of shoulder.
Pain is a pretty subjective thing, varying from person to person.
ANY tattoo hurts. It's a needle piercing your skin over and over.

A lot depends upon your personal pain tolerance. I have two and I thought they felt really good after the first minute. My mom, on the other hand, thinks that they hurt. It also depends upon how much muscle or fat you have in that area. The more padding that you have, the less it will hurt. Your artist will do his/her best to make you comfortable for whatever location that you choose.

the closer to the bone the more the tattoo will hurt. my first tattoo was in the back of my shoulder and i barely felt it. taking the bandage off afterwards hurt more than the tatt did. but, it depends on your pain tolerance. id say go for it, you wont know til you get it. and anyway, its needles jamming into your skin, its gonna hurt no matter where you put it!
