My lil Brother attended UC Berkeley on NROTC scholarship back in the mid 80's... he spent the first year in a dorm room with a guy from the swim team and a doper-philosophy student. The next year he rented an apartment with three other NROTC classmates.
Define "Party"... you can drink if you're over 21. I recall visiting and attending a few TGIF's at La Val's Pizza... the NROTC Unit having a great time. We went to frat parties. But smoking weed or doing drugs or drinking illegally is a quick route out of NROTC and your scholarship.
Oh, and UC Berkeley they weren't like "most" students... given that CAL is a hot-bed of liberal lunatics, they had to walk in groups when in uniform because they were often accosted and assaulted. In fact the ROTC building (all services) was burned to the ground by arson that first year.

there are no ROTC dorms per se. you live the life of any other College student, with the exception that you wear a uniform to class once in a while.
However, the punishments for drinking underage are a teensy bit more severe if you are in ROTC. you can get kicked out and lose all chance of a commissioning(plus any scholarship monies received..as in having to pay it back). so tread lightly.

Rotc is just a college class.
You live in the same dorm rooms, every other student on campus lives in.
The first two years Rotc will only take about 6 hours a week of your time.
The last two years, it will take more, but not a whole lot more,
It will take your last two summers in college though, thats when most of the training is done.
