No. Green plants need a broad spectrum of light over a certain period of both daylight and night. Hydroponic lights are on timers, giving broad spectrum light for a specific number of hours each day and a specific number of hours of darkness each night.
Blacklight does not have enough of a spectrum to provide for optimim photosynthesis, which is required for leaf growth and development.

If you want to grow crap weed, sure, go ahead.

Plants respond to bright light, weed especially so. A black light doesn't have the irradiance.
