It's HTML - type an ampersand, followed immediately by the letter, followed immediately by the word acute.
IE if you want an accented small "E", you would type &eacut followed immediately by a an e (for the word acute).

Here's some of the more common characters that use accents. The number in brackets after them is the keyboard 'shortcut' - hold down the Alt key and using the keypad on the right of the keyboard type in the three digit number, release the Alt key and the character will appear. Only works with the number keys on the right of a keyboard so it's a problem if you're using a laptop. Don't know if it makes a differnce but I'm using Windows Vista.
â(131) ã(198) ä(132) à (133) á(160) å(134)
Ã(182) Ã(183) Ã(199) Ã(181)
ê(136) è(138)
Ã(210) Ã(212) Ã(144)
Ã(161) Ã(214)
ô(147) ö(148) ò(149) ó(161) õ(228)
Ã(224) Ã(226) Ã(227) Ã(229) Ã(153)
û(150) ù(151) ú(163)
Ã(154) Ã(233) Ã(234) Ã(235)
æ(145) Ã(146)
Other ways are to use the Character Map (as explained in previous answer) or to copy and paste, there's a full set of all the characters here - http://www.idevelopment.info/data/Programming/ascii_table/PROGRAMMING_ascii_table.shtml either copy and paste from there or use the keyboard shortcut and enter the number in the 'dec' column

It's true, you can of course always use the keyboard shortcuts to insert the spanish accent marks. But they're not much of a shortcut unless you actually memorize all of them. A good site that you can try is this one http://spanish.typeit.org/
All you have to do is click the overhead button to insert the accent mark. Then once you're done writing whatever you can simply cut and then paste it wherever you need to. Not only does this site allow you to accurately write in Spanish, but also French, German, Italian, and several other useful languages.
Good Luck

You can go to All Programs/ Accessories/ System Tools/ Character Map and it will give you a bunch of special characters that you can copy and paste.. or find out their alt-code (typed by holding the key while you type the code)...
Like Alt-168 is ¿

Cut and paste it from a Spanish web site.
Or use num-lock key and alt key number codes.
