I recomend:
Millsberry, you can create a person, buy furniture,chlothes,bookspets,food, and toys for your person. Play games to earn millsbucks. and it's all fun and free. They have sport games and some more thinking games.
I-dressup, you can create 2 characters a more toon character and one that is more real. You can brouse the site and play games for money to buy chlothes with. The games are dressup games.
Nick.com and Disneychannel.com have good games.
Club Penguin is pretty good but u have to pay to get acsess to everything.
Webkinz is good to but you have to buy one of there stuffed animals.
If she likes quizzes then quizilla is good.
At bored.com you can play games and do very funny activities.
At girlsense.com you can be a fashion designer and sell your creations foronline money whick you can use for more fabrics.
At marapets.com you can get a virtual pet and care for it play games do quests and get your pets educated.
If you go to dressupgames.com there is a very big archive of dressup games and sites that contain the least bit of dressup that is appropriate. Everything on that site is apprpriate for kids.

Yeah the library is a good site. So is a soccer field, a hockey field. A swimming pool. BTW 13 is NOT preteen...thirTEEN is a teen.

It depends on what she wants.
If she wants somewhere to post a journal type thing livejournal.com is a good place. She can make her entries friends only or private--unlike other sites.
If she is looking for games nick.com is a good play with familiar characters.
You should ask her exactly what she would want to be doing online. It all depends on her interests.

^^in order to use this website you need to buy their stuffed animal (which comes with a code that allows you on the site). first then go on the website and click on 'store locations' [its mostly in hallmark stores]. then once you buy the stuffed animal go back to the website and click 'adopt'. Then type in the code that came with the stuffed animal you bought. (fyi: each toy comes with a UNIQUE code). but once you go through the trouble of getting the stuffed animal the website is really fun.

well im 13 and i girl and i like:
www.stardoll.com- you can dress up celebs and yourself and do loads of wicked stuff i highly recommened it it's fab if she wants a mate if she gets one email me n ill give my user name.
www.miniclip.com/clubpenguin- this is quite good you roam around as a penguin you can play games and talk to other penguins.
zwinky- i havent got one but have heard it's good.
