I want to keep the second floor windows open but don't want my kids falling out.

Just go to any hardware store and purchase the types of window stops that allow windows to open a limited amount when in position. When disabled, you can open the window fully. This is supposing that your windows are the typical ones, not french casement.

The hardware store. They make those little things that you screw into the track so that the window will only open as wide as you want it. They come in two packs for around $3 here.

put bars on the windows. may look foolish but you know your kids would be safe.

Try homedepot.. they can get the right size for you.
