If this person has already been told by human resources to get his act together and it hasn't helped, then i doubt there is much you can say to him that will help. Maybe bypasss the guy altogether, and make a complaint directly to HR, it is possible they will give him another warning if they know he is bothering other workers with his lack of hygiene. If it's possible, you might also ask to work somewhere away from the smelly guy, at another workstation, etc.

Buy some deodorant with a strong smell and use it on him whenever he comes near. If he complains, then you might get the rest of your workers to applaud.

I know a guy who got fired from his job because of this. If his body odder is that strong then he is creating a hostile work environment and so can be fired for cause. Bring this to the attention of Human Resources and they can fire him. If that isn't good enough start a petition. If he has a job near the public then post warning signs around him with his picture on them. A little of this and the guy should get the hint, either clean up or get out.

I knew a guy who smoked and his job at a car dealership required him to carry deodorant with him to spray himself after he smoked so he wouldn't transfer any of that smell to any of the cars he worked on. He did it and didn't complain and could have been fired, for cause, if he didn't follow that policy.

When a person is fired they can collect unemployment insurance, and the employer has to kick in part of it. When a person is fired for cause; a reason that makes them an ineffective worker then they can't collect unemployment.

talk to human resources again, if it effects your work performance you could try to get him canned... sounds cruel but if they cant bathe and their hurting the "team" then they dont need to be there.. they arent beneficial
