I'm sure you can find one if you looked long enough. But i think it would be far more confusing than other mainstream sports rules. A huge portion of it is just templates and regulations on car parts and such, items that viewers really cant see or determine if they are infractions. As far as the racing goes it is a very subjectively officiated sport. ie when to call a caution, pit road speeds (why the hell isn't there a mph gage in the car) the all powerful yellow line on the bottom of some tracks that you cant go over to pass, yet sometimes it seems to expand.... It is very frustrating as a fan to have a sport in which there is no uniformity in the way penalties are assessed and infractions are determined. So if there was a rulebook i bet it would be more guidelines as opposed to hard and fast rules as NASCAR leaves everything to interpretation.

It wouldn't do much good if they did. They "apply" it to every situation as they see fit. Everybody would and does have a different interpretation of what the rules mean. Nascar would be inundated with mass attacks from the public everytime somebody interpreted it different than the officials did. Besides, they couldn't change the rules as often as they do if there were books in circulation.

I've seen one. It's a small thing, not much bigger than a checkbook (much like the NHRA's, which anybody can buy). I believe a new edition comes out every year.
Besides the inevitable technical specifications, there are the notorious umbrella rules like the one prohibiting 'conduct detrimental to racing'. So there will always be room for interpretation.
As I recall, the NHRA's rulebook contains similar items. That sport being far simpler, though, it's quite rare that they are invoked.
I have never heard a convincing explanation for why NASCAR's rulebook could not be made public.

Yes they should. However, the problem is that Nascar generally makes up the rules as they go. It's the poorest officiated "sport" in America. Thank God football season is almost here!

NASCAR should make rule books, with points section included, not only to the fans! but to the drivers and crews! owners and reporters! put them in the libraries! in all languages! but noooooo!! it would make it way to hard to make the rules up as they go along! to go with that money trail!!!! hey NASCAR!!!!! i would even be willing to pay for this book of rules from the hauler!

the rules change with the nascar season.
i just kinda go with it.
but if they inforce one rule with one the should follow through with the rest.
But yes the basic rule book should be out there.
How dumb does a person have to be to not get nascar?

perhaps, however if it was not available for the fans to see they should make the rulebook available for each and every team so that they can go over it and if they have questions about what they have read then they should go to nascar and ask what they exactly mean.
