Reisdent evil 4 PC wont work on my computer. Why?

Ok so i just bought Re4 for the PC today and when i got it installed it said that the application has failed to start because d3dx9_30.dll was not found. And it said that i should reinstall it which i did and it says the same thing again! I tried doing it bu running on adminstratior but it still says the same thing. is because i have windows vista?

you need to install directx9c redistributable package, and also if that didn't work, check your VGA compatibility,, I think you need Nvidia Geoforce 4 -128 or higher..
