No, an unaccompanied minor will not be accepted as an approved foreign delegate for any "International Convention of Jehovah's Witnesses". Of course, there is no age verification at the convention itself, except as required by secular authorities.

Every few years, Jehovah's Witnesses designate one location (or several convention locations) as a special "International Convention". Arrangements are made for the simultaneous translation of the program into multiple languages, and Jehovah's Witnesses from foreign lands are invited to apply for approval as delegates from their land.

The convention arrangements for 2009 have not been finalized, much less widely publicized. As information and applications become available, the various branch offices of Jehovah's Witnesses will communicate with the congregations under their care.
