Hygienists, because dentists usually just do a quick not always thorough cleaning (or at least all of the dentists I've worked for did). Hygienists specialize in cleaning teeth and dentists usually cover that section really quickly at school. A periodontist only cleans your teeth if you have really deep pockets (if the space between your gums and your teeth are really deep) or you have a lot of gum issues. If you need to see a periodontist, your hygienist or dentist would refer you to them.

Dental hygienist hands down. As a dental hygienist I spent 2 years learning about how to effectively scale teeth (amongst lots of other dental and health related knowledge) Although some dentists may be marvelous scalers they learn so much more and practice so little doing what I do I can't imagine many are great at it. Just like you wouldn't want me doing your filling without much more practice! If you go to a periodontist office you will most likely be treated by the hygienist unless it is a surgical situation. So - definately a hygienist!
