Sorry, RiverRat, but you seem to be thinking of the Bay Bridge which has two levels (the lower level used to carry electric inter-urban trains from the Transbay terminal in downtown San Francisco across to 16th Street, Oakland): the Golden Gate bridge has only one level.

So many that when you cross it you sit in either the upper or lower level and the fumes are so bad that it gives you a headache and you can't hardly breathe....especialy the lower level....yuk
