Say "Thanks for asking, but I'm really busy lately and I just don't have the time." He doesn't need an explanation of what you are busy with. It's your business, no one else's.

Say "no" enough times and he'll get the hint.

I just prefer to set the record straight from the start. I often asked, "If you're asking to hang out as platonic friends, sure. If you're asking me on a date, I have other commitments/priorities and would feel uncomfortable saying 'yes'."

If it's someone whom I didn't want to be with at all (actively dislike or am creeped out by), I still give the line about having other commitments/priorities. If pressed, I would say that I am a very private person and do not care to share my reasons with him.

I've done my fair share of asking out and being rejected. I far preferred knowing if I had hope or not from the very beginning.

Nothing is worst than make someone think that it is wanted when it is not. The sooner the better, cut. Remember how much you can avoid that person's mistaken expectations to grow.
It's exactly for caring so much on people we get interested in that it is so clear not let anyone be treated by us on a way none of us would like to.

Tell him you are in a relationship & your partner is very jealous.

If he knows you are not in a relationship, tell him you just ended a destructive relationship & would rather hang out with with guys for a while, because you would not want to end up in a rebound relationship (which we all know are doomed)

Tell him you are questioning your sexual attraction to the same sex, and will be spending free time exploring this.

Tell him that you might like to hang out as friends.

You could just say, "You are a very nice person, but I am not intrested in you that way"

Just tell him that you can be good friends, but that he is not your type and would rather just be strictly friends. Be nice, polite, and honest.
