It's just so crazy, it might work. Seriously. You could anchor a barge-like platform and give polar bears a "rest stop". Not that they actually need it, but it could be set up as a monitoring station with web cams, RF trackers, even weight scales. It might help to verify observations that polar bears are doing better than ever.

Based on how quick the Arctic Ice Cap is currently melting it's now beleived that it will melt completely each summer in about 40 years time, much sooner than the 100 years that had been previously estimated.
Even if the Arctic Ice disappears completely this isn't the end of the polar bear's habitat. They can survive in temperatures as warm as 10°C (although they prefer cooler) so we could see a migration of bears away from the polar ice towards other ice within the Arctic circle (Siberia, Alaska, Greenland, Canada etc). It may well be necessary to rescue bears that have become stranded and transport them to a new home. The important thing is that their future survival isn't as threatened as some people make out.
Thanks to major conservation efforts, hunting bans, clampdowns on illegal trade and the polar bears being granted endangered species status their numbers have increased dramatically over the last 30 years. At the same time global warming is taking it's toll and the Arctic Ice is receding in places and breaking up in others. Additionally, the extent of winter ice packs has reduced and continues to reduce. This means the bears are finding it increasingly difficult to hunt food and in recent years mortality rates have doubled such that only one in three cubs survives it's first year.
Your idea of a floating sanctuary could certainly make a difference although to be effective you would need a chain of them dotted around the Arctic region. One drawback is that Arctic waters are in the main several thousand metres deep making it impractical to moor the boats. There's also that much ice floating around up there that even if they were moored they'd soon be torn free from their tethers. Not a problem, using GPS and autopilots they could maintain their own stationery position and if they get knocked off course they could make their own way back to where they should be.

I think there is too much worrying about the Polar Bears. Why do we really need them anyway? Don't we do just fine without passenger pigeons, the California Grizzly Bear, and the Carolina Parakeet? I have never heard one person say that they miss any of these. Same with the Polar Bear. A few in zoos, or a few stuffed ones in museums are plenty. Besides they can be very aggressive, and they have attacked people.

I really don't know if that would work if the ice caps do melt about the only place left they can survive is in the zoo's. Plus keeping them on land I think would be more cost efficient then trying to come up with some floating barge, if nothing else if the caps melt send them to Antarctica.......or is that not an option?????
