It's not peer pressure.
I'm 13 and I think that's a reasonable age to get my eyebrows done.
My eyebrows look like a guy's eyebrows [worse actually]. I don't have a low self esteem or anything [as I'm sure some of you will say]. It's just that every morning I wake up to look in a mirror only to find that the amazon forest is still there on my forehead. It's ugly, but my mom thinks its cute.
My dad claims to me that I'm too pretty [lol] to get my eyebrows done, but I say no I'd be prettier if my eyebrows actually matched my face.

Are there some "magic words" I can say to make them let me get my eyebrows done? They're kind of strict.

actually, i think 13 is a bit young to have your brows done professionaly. maybe your mom will teach you how to do them yourself or maybe you have an older sister or aunt that can help. look on line for tips and pics too. when i was your age i had a unibrow going on too. one day i just got tired of it and started plucking them myself. that's what most people do.

Do you have any friends who are allowed to have their done? Try and have their parents call yours maybe they can convince your parents to get them done. It's not like it's expensive or anything most places only charge like eight bucks to get your eyebrows done. If that doesn't work i would just get some tweezers and wax see if one of your friends will do it for you it's not like getting your eyebrows done is a big deal if your parents don't like it theyll grow back llike in a week or two.

tweeze them yourself, start slowly and keep practicing
