If you have Microsoft, go to paint and upload the pic. then, go to image, stretch and skew, and downsize it to a good size.

- Select 1 or Select All
File - open in Explorer
In Explorer
Edit
- Copy to Folder
- Select Picasa
Work with Picasa Software. It is fairly intuitive. It makes pictures smaller for email. You can crop, remove red eye and other editing. Also select size of picture to print from there. Good stuff.

Adobe Photoshop (any edition)
Edit --> Image Size--> smaller number equals smaller size. Have fun!
