I also had this problem, with only one dog. Don't throw pepper in the hole, it can cause problems in their eyes and nose, witch can be permanent. Make sure they have a lot off toys, if you catch them just tell them 'NO DIGGING' and sooner or later they'll stop doing it, some dogs tend to grow out off it, hope you stop those tunnel diggers though..

This si a big problem with puppies. You can put pepper or hot sauce in the hole but ths does not always work. Another way of dealing with this is to walk them on a leash. This way you can watch them and make sure that tehy do not dig anyholes. Some logs like to eat the dirt. I was told by my vet that this is becouse of a iron and niacin defeciency. It might be something that you have to get the dog tested for if you can not resolve the problem
Good Luck!

Mine used to do that all the time. Now seldomly. Try to catch them doing it and consistently tell them, "NO DIG!" Also, make sure they have some safe toys to play with when they are outside. Change the toys periodically so its new to them. Two puppies will eventually entertain each other, chasing and wrestling, etc. I LOVE having two dogs! They tire each other out and make them much better when we are all back inside. Just be persistent. They should learn it is not okay to dig.

Here is an excellent book that helped me a lot:

(I know I recommend it all the time, so if you're in this category a lot, you've seen me provide the link before. I just LOVE the book and can't recommend it enough)

The only thing you can do is to be outside with them so you can tell them "no digging" if they start to dig. If you aren't there to teach them how can they learn?? They don't know you don't like it. They are just being normal dogs. Keep them indoors when you can't watch them outside. Consistency and patience are the keys to dog training.

Put up a dog pen in your yard, put down some earth with chicken wire on top and cover with grass seed Your dog will learn quickly that it shouldn't dig. :0) Don't use cayenne pepper!!
It causes intense burning, and will cause your dog to paw at his eyes, possibly causing irreversible damage!!!

Dog booties on their feet or try Cayenne pepper in the holes or the spots they dig.
