does anyone know of a place online that sells mats by the sq ft with no minimum sq ft you have to buy?

You'll likely find that online retailers sell by the roll only.
You should contact floorcovering stores or Lowes, .....HomeDepot. These stores will cut to your needs.
However, the width may be 3', 4'6" or 6' and sold by the running foot.
I assume that you're looking for rubber matting, which usually is produced in rolls. Often used behind coctkail bars.
Individual mats are available in various sizes.
